@michaelpg: I am not able to reproduce this. I always get the exact same order an a clean profile, which is "Google", "Bing", "Yahoo!", "AOL", "Ask"]. Also looking at the code, the ordering seems to come from deeper parts of Chrome (specifically KeywordEditorController, see [1]) and the code that retrieves the search engines is same across Options and Settings. I am closing this bug. Have not been able to repro, have not seen any similar reports. @michaelpg: Please re-open if you have a consistent repro.
