Default search engine list ordering is randomized

Issue description

In Options and MD Settings, the default search engine dropdown and list ordering changes.

1. launch chrome w/ a new user-data-dir, check search engine ordering in settings
2. launch chrome w/ a new user-data-dir, check search engine ordering in settings

Expected: 1 and 2 orderings are the same
Actual: 1 and 2 orderings are different, sometimes

@michaelpg: I am not able to reproduce this. I always get the exact same order an a clean profile, which is  "Google", "Bing", "Yahoo!", "AOL", "Ask"].

Also looking at the code, the ordering seems to come from deeper parts of Chrome (specifically KeywordEditorController, see [1]) and the code that retrieves the search engines is same across Options and Settings.

I am closing this bug. Have not been able to repro, have not seen any similar reports. @michaelpg: Please re-open if you have a consistent repro.

FYI, issue 924268 might have an explanation on why this was happening.
