DevTools security panel doesn't render IP addresses in SAN certificate correctly

Issue description

Version: ToT
OS: All

What steps will reproduce the problem?
(1) Go to a website that uses a certificate with a subject alternative name (SAN) entry containing an IP address
(2) Open the security panel in devtools and select the main origin
(3) Under the SAN field, IP addresses are rendered incorrectly
