[Android] Multi-window compatibility warning is displayed on CRD app on Android N

Issue description

I think this is occurring because we don't specify our multi-window support in our manifest.  We can start doing this once we can target the new Android N SDK.

Getting this into M55 isn't reasonable given that the N SDK hasn't landed in M56 yet (well it did but it was backed out once).

Updating manifest for Android N

This change updates the target API level for the Chromoting Android
Client app.  It also adds two manifest flags to the Application block,
resizeableActivity (true) and supportsPictureInPicture (false).

The first flag indicates that all activities supports split-screen mode.
The second flag indicates that no activity supports PIP mode.
