[NoStatePrefetch] Detect ServiceWorker and avoid prefetching

Detect ServiceWorkerand avoid prefetching.

May be reasonable to still do a prefetch is teh SW is not intercepting the fetch event.

So load as the LOAD_PREFETCH flag is set for the main resource and all subresources, the easiest way to detect and workaround is probably in the browser process in the act of request handling.
