Delete CacheStorage object if it has no CacheStorageCaches after a short while |

Issue descriptionThere is no need to keep a CacheStorage around if it's not being used (e.g., it doesn't own any open CacheStorageCaches objects). This is important because we open *every* CacheStorage object on startup for QuotaManager calculations. No point in keeping those around. We can delete a CacheStorage if it hasn't been used in awhile (e.g., no CacheStorage operations have run in the last 10 seconds) or its last CacheStorageCache has closed after the timeout. Note that to close a CacheStorage we'll need to introduce a Close() operation before deletion to ensure that all callbacks have been run before deletion.
