MacViews: Fullscreen and pointer lock bubble are not translucent on 10.9.

Version: 54.0.2810.0
OS: Mac 10.9

Go to http://permission.site/. Launch pointer lock bubble. Observe its not translucent.

Status: WontFix (was: Started)

Marking as won't fix for now, since 10.9 is not that high on priority list.
