On clicking 'View site information' button, its user actions does not get captured.

OS: Mac (10.10.5, 10.11.5), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://user-actions.
2) Click on 'View site information' button twice and observe.

On clicking 'View site information' button twice, the user action does not get captured.

On clicking 'View site information' button twice, the user action should get captured.

This is a Non-Regression issue seen from M-30 series (30.0.1549.0)

Note: Issue is not seen on Windows OS.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac and Linux so changing the status to Untriaged so that the issue would get addressed.
