HTTP icon shown while (HTTPS) page is loading

Issue description

Version: 54.0.2810.0

The HTTP info icon is shown in the omnibox while a page is loading. This seems distracting for non-HTTP sites as the icon is replaced twice. For example, when loading a HTTPS site the omnibox first switches from the page/search icon to the info icon and then again to the lock icon.

Could we instead preserve the icon page/search icon until the page is loaded, then replace it with the correct icon directly? Preview from a prototype attached.

Alternatively we could show a dimmed lock during load. However this might be complicated as we don't always know the scheme in advance.

I think the real issue here is that we show (i) for HTTPS before the load commits, and we should just go ahead and show a lock.  I wouldn't even dim it, there's no reason to add another state to the matrix of possible icon configurations.

I think we already did work in the toolbar model for instant extended to assume HTTPS is, in fact, secure before the load commits, in order to prevent flicker with search term replacement.  If that code is still around let's just activate it.
