Issue descriptionChrome version : 54.0.2810.2 (Official Build) 84cc4cdf21633b6209f2561e78fea87d40e84329-refs/branch-heads/2810@{#5} 32/64 bit OS : Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, click on Avatar icon and sign in to chrome. 2. Go to chrome://signin-internals/ page and click on Restore down button. 3. Resize the browser window towards LHS and observe the bottom part of page. Actual : Horizontal scroll bar does not appear after resizing the browser window. Expected : Horizontal scroll bar should appear at the bottom of page after resizing the browser window. This is a regression issue broken in 'M-45', below is the Manual regression, Narrow and Blink Bisect info. mstensho@: the page does have -webkit-columns set on all the top-level DIVs. Removing that style causes scrollbars to appear when shrinking the window so it does seem related to column layout.

We have problems with multicol and overflow, because we don't know which parts of the content are going to end up in the last column. Internally the layout is always just represented as a single tall strip (flow thread), which is sliced into columns during painting and other layout tree read operations. I hope we'll be able to fix this some day, though. In the meantime I can't help but wonder why that page uses multicol at all. It doesn't seem to do anything useful. Can we reach out to the maintainers of that page and ask them to stop using multicol?

signin-internals looks like it hasn't been touched in years. +noms@, you've touched some nearby files, do you know who might be maintaining WebUI pages? Regardless, if this caused a regression on Chrome WebUI, it can regress pages out in the wild, no?
