Regression: Unnecessary focus ring is seen on "Flow events" in Chrome://tracing page

OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome and go to Chrome://tracing page.
(2)Click on the "View Options" drop down and observe Flow events option

Expected: Unnecessary focus ring should not been seen on Flow events options.

Actual: Instead, focus ring is seen.

Attaching Screen-shots for reference.

This is regression issue broken in M-54.
Will provide bisect info soon.

Reproducible on 54.0.2810.2 on Mac OS 10.11.5 as well.

Unable to do tool bisect as blank pages are been seen on navigating to Chrome://tracing in Chromium builds.

Issue is seen on the latest Linux build - 54.0.2810.2 dev as well.
