Issue descriptionChrome Version:54.0.2810.0 (Official Build) 24d606bb2a3e6290b97d9731c1dfd4dbfcb948e7-refs/heads/master@{#408294} OS: Mac (10.10.5,10.11.4), Windows (7,8,10) What steps will reproduce the problem? (1) Launch chrome, switch to 'Guest' mode and navigate to chrome://md-settings page. (2) Click on Menu icon to open side nav menu and press Tab key, observe Unnecessary focus ring is seen on 'Search engine' link. No such a focus ring is seen on 'Search engine' link. This is regression issue, broken in ‘M 54’ will soon update the other info

michaelpg@, reason the focus ring is showing seems to be that the first menu item that has a non-negative tab-index (/people) is hidden. Not sure why the focus ring shows here but maybe hiding the menu items isn't optimal here. wdyt?

or perhaps we can disable the menu items that we would like to hide and hide them using css.
