OS: Mac (10.10.5,10.11.4), Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome and and switch to 'Guest' window.
2. Navigate to chrome://md-settings page and click on search field,enter any word (‘fsefsdsfsd’)
3. Observe the spinner and then click anywhere on the page,again click on search field.
4. Observe.

Actual:1. Continuously loading spinner is seen after step 2.
       2. After step 3, spinner is seen even though nothing is entered in search field.

Expected: 1. Continuously loading spinner should not be seen (i.e. ‘No matches were found.’ should be seen)
          2. After step 3, spinner should not be seen directly.

This is regression issue, broken in ‘M 54’ and below is narrow bisect :
