ARC shows app not compatible on playstore for cyan device

Reported by m...@virtualhere.com, Jul 28 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.30.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.29 Safari/537.36
Platform: 8530.30.0 (Official Build) dev-channel cyan (ARC 3091973)

Steps to reproduce the problem:
1. Go to https://play.google.com/store/apps/details?id=com.virtualhere.androidserver with a cyan device (e.g Acer C738T)
2. Click Install and scroll to "No carrier google cyan"
3. This device is greyed out

What is the expected behavior?
The app is installable into chromeos cyan build

What went wrong?
I tested by sideloading the apk in chromeOS developer mode and it runs fine so perhaps its the playstore uses-feature is not fully setup yet? the app uses the android.hardware.usb.host feature

Did this work before? N/A

Chrome version: 53.0.2785.29 Channel: dev
OS Version: 8530.30.0
Flash Version: Shockwave Flash 22.0 r0

Ok, the page https://developer.android.com/topic/arc/manifest.html has recently been updated and specifies that android.hardware.usb.host is "not yet supported"

Components: Platform>ARC

I think USB host is not supported as of now and android.hardware.usb.host not being set is correct.
I don't think the necessary plumbing exists.
