Migrate custom task cancelling to a standard cancellable tasks

Issue description

Some tasks (WTF::Function/ExecutionContextTask) implement custom cancelling mechanisms.
Once  Issue 625927  is done (and we have consensus on cancellable tasks), we can replace custon task cancelling with a standard one.

This issue tracks the list of such classes.

- ImageLoader::Task
- WorkerEventQueue::EventDispatcherTask ( Issue 630139 )

FYI: tzik@ introduced a standard way to post a cancellable task (WebTaskRunner::postCancellableTask).

Still valid.

One change is that we should now migrate from PostCancellableTask() to using weak pointers directly.
