https://uberchromegw.corp.google.com/i/chromeos/builders/gcc-toolchain-group/builds/82

It failed because of running out of loopback devices.

07/26 19:51:49.438 DEBUG| base_utils:0185| Running 'mv /dev/tpm0.off /dev/tpm0'
07/26 19:51:49.450 INFO |platform_Encrypted:0020| ok: /mnt/stateful_partition/.test-enc-stateful-ipMQk8/mnt/stateful_partition/encrypted.block exists
07/26 19:51:49.451 ERROR|platform_Encrypted:0023| FAIL: could not satisfy '/mnt/stateful_partition/.test-enc-stateful-ipMQk8/mnt/stateful_partition/encrypted.needs-finalization exists'

Labeling with Build-Toolchain because it blocks gcc-toolchain-group.

@laszio, is this still an issue?
if so, could you please assign to current sheriff?
