Certain combinations of fullscreening, profile switching and resizing cause the omnibar to render incorrectly.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
Due to the intermittent nature of the bug, I haven't found any specific steps to reproduce it yet, but I will update this bug when I get it to happen again.

What is the expected behavior?
The omnibar should resize correctly.

What went wrong?
Certain combinations of fullscreening, profile switching and resizing cause the omnibar to either run over the window or to be cut short. There is clearly an edge case where it's not detecting the resize. This is not very common, but happens every few days.

Chrome version: 52.0.2743.82  Channel: beta
OS Version: OS X 10.11.5

I've got this figured out now. Steps to reproduce the problem:

1. Install an extension which displays an icon, e.g. Lastpass, and ensure that the icon is not hidden in the Chrome menu. As we'll be using Incognito in this example, ensure the extension is allowed in Incognito mode.
2. Close all Chrome windows and Quit the application from the dock.
3. Open Chrome.
4. Hit Command + Ctrl + F.
5. Hit Command + Shift + N.

Confirmed still present in 61.0.3163.49. It's quite intermittent, so if I can provide any assistance by providing dumps or attaching a debugger, please let me know.
