Currently in puppet/modules/lab/templates/afe_shadow_config.ini.erb, the dev_server var is defined as:

dev_server: http://172.17.40.27:8082, http://100.107.160.1:8082, http://100.107.160.2:8082, http://172.17.40.20:8082, http://172.17.40.19:8082, http://100.107.160.4:8082, http://172.17.40.22:8082, http://100.107.160.8:8082, http://172.22.39.161:8082, http://172.22.39.162:8082, http://172.22.39.163:8082, http://172.22.39.164:8082, http://100.115.174.192:8082, http://100.115.245.200:8082, http://100.107.160.6:8082, http://100.107.160.5:8082, http://100.115.219.137:8082

Which makes it a pain to update (when removing/adding devservers) and prone to error (there was a bug where an IP was deleted but the comma wasn't, so some jobs got a devserver IP of "").  Figure out how to update the template so we can have a better representation of a list of devservers.
