Mouse pointer overlayed by rectangle.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.30.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.29 Safari/537.36
Platform: 8530.30.0 (Official Build) dev-channel samus

Steps to reproduce the problem:
1. Move the mouse.
2. Observe a rectangle overlaying the mouse pointer.
3. 

What is the expected behavior?
Mouse pointer should show normally as one of the valid types (pointer, crosshair, move handle, etc).

What went wrong?
Rectangular overlay appears and seems to reflect an entirely different portion of the screen (for instance, I can see a distorted blinking cursor and partially munged text from this input field in the overlay).
