CacheStorage async methods should PostTask callbacks

In some cases the callback is run on the same stack as the operation, in others the task is posted. Let's make this consistently asynchronous by PostTasking each callback.

WontFixing as I'm not sure about the performance implications.

wanderview@, who is taking over the code ownership, will reassess what cleanups / refactors make most sense.
