Double Tap to Zoom not working in CrOS

Reported by dic...@dictvm.org, Jul 27 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.85 Safari/537.36
Platform: 8350.60.0 (Official Build) stable-channel link

Steps to reproduce the problem:
1. Open an article on a website like www.theverge.com
2. either try to zoom the content of the article using a double tap on the paragraph using the trackpad
3. or try to zoom the content of the article using a double tap on the paragraph using the touchscreen

What is the expected behavior?
Chrome should zoom to that paragraph, as it does on Android, iOS and OS X so that the paragraph fills the screen.

What went wrong?
Nothing is happening when double-tapping.

Did this work before? No

Chrome version: 52.0.2743.85 Channel: stable
OS Version: 8350.60.0
Flash Version: Shockwave Flash 22.0 r0

Chrome OS should behave the same as Chrome on other platforms in order to prevent new Chromebook owners from being confused.

Double-tap to zoom was built for mobile UI. It doesn't work that way on desktop/laptop formfactors.

It's a reasonable feature request though.

It's of course more useful on mobile devices but it has been working as described on non-mobile versions of Chrome on OS X for at least a year, see: https://plus.google.com/+FrancoisBeaufort/posts/DxshcpWmjiE
