Typing cursor jumping

What steps will reproduce the problem?
(1) move text cursor using arrow keys 
(2) 
(3) 

What is the expected result?
cursor moves

What happens instead?
cursor jumps back and forth and highlights text

Please provide any additional information below. Attach a screenshot if possible.
happens especially near numbers
