OS:  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://tracing
2. Record some traces with Web developer option selected.
3. Now click on any tab like 'File Size Stats','Metrics', etc and observe.

Actual: Vertical handle is missing after clicking on any tab like 'File Size Stats','Metrics', etc 

Expected: Vertical handle should be after clicking on any tab like 'File Size Stats','Metrics', etc 

This is regression issue broken in M-54, below is bisect info.

Good build: 54.0.2808.0
Bad build: 54.0.2809.0
