Regression:Contents of chrome://md-settings/managePasswords page are not displayed properly after clicking on manage passwords option.

Chrome Version:54.0.2809.0 (Official Build)Revision 12fd360cfa20b6ca7784225e58bf10647b721002-refs/heads/master@{#408012}(32/64-bit)
OS:Windows (7,8,10), Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://twitter.com/ , login with valid credentials
(2)Click on 'save' button from password bubble, navigate to chrome://md-settings
(3)Click on 'manage passwords' option under 'password and forms and observe the page.

Actual:Page doesn't navigate to chrome://md-settings/managePasswords after clicking on manage passwords option.

Expected:Page should navigate to chrome://md-settings/managePasswords after clicking on manage passwords option.

This is a regression issue broken in 'M54' and will soon update other info

Expected: Contents of chrome://md-settings/managePasswords page should be properly displayed after clicking on manage passwords option.

Bad Build: 54.0.2809.0

in md settings:
- routing
- navigation

have all been in flux lately.  could be related to any of those things.  not sure I trust the bisect.

This bug is from when the MD settings were in flux. No longer reproducible.
