What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings and click on avatar icon under 'People' section.
2) Reload the page and click on back button beside 'Edit person'.
3) Observe area above 'Appearance' section.

Blink of profile icons is seen on pressing Back button.

Blink of profile icons should not be seen on pressing Back button.

This is a Non-Regression issue seen from M-51 series (51.0.2681.0)

Note: In previous builds the UI was different.
