Regression: Content of Metrics tab is misplaced outside horizontal handle.

Chrome Version: 54.0.2809.0 (Official Build)12fd360cfa20b6ca7784225e58bf10647b721002-refs/heads/master@{#408012}
OS:  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://tracing
2. Record some traces with Web developer option selected.
3. Now click on 'Metrics' tab and observe.

Actual: Content of Metrics tab is misplaced outside horizontal handle.

Expected: Content of Metrics tab should not be seen outside horizontal handle. 

This is regression issue broken in M-54, will soon update bisect info.

Good build: 54.0.2808.0
Bad build: 54.0.2809.0
