Regression : In md-settings, Up/down arrow keys does not work for Search engine, Font size and Page zoom drop down lists.

Chrome version : 54.0.2809.0 (Official Build) 12fd360cfa20b6ca7784225e58bf10647b721002-refs/heads/master@{#408012} 32/64 bit
OS :  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and go to chrome://md-settings.
2. Open search engine drop down list and press up/down arrow keys, observe.

Actual : Up/down arrow keys does not work for Search engine, Font size and page zoom drop down lists.
Expected : Up/down arrow keys should work for Search engine, font size and page zoom drop down lists.

This is a regression issue broken in 'M-54', below is the Manual regression and will soon update other info.
Good Build : 54.0.2808.0
Bad Build : 54.0.2809.0
