Regression: Nothing is happened after clicking on color picker pad in dev tools.

Issue description

Chrome Version: 54.0.2809.0 Revision 12fd360cfa20b6ca7784225e58bf10647b721002-refs/heads/master@{#408012}
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and open color picker window.
(2) Click any where on color picker pad and observe.

Nothing is happened after clicking on color picker pad.

Color picker bubble should move on color pad according every click.

This is a regression issue, broken in 'M-54', will soon update the other info

This is working as intended on the latest M-54(54.0.2816.0) on Windows7 & Mac OS 10.11.5. Color picker bubble moves on color pad according to every click.

Adding the verified label therefore.
