Add keyboard hotkey to copy and paste files in file manager

Issue description

Mode: force_next
Version: 54.0.2806.0
Reproduction Steps: 
1. Open file manager and locate a zipped file
2. Open zipped file with enter.
3. Locate a file and attempt to copy it with CTRL+C
4. Navigate out of archive to any other folder and press CTRL+V to paste
Expected: Files and folders can be moved in this way.
Actual: One must press the equivalent of a right click and locate copy and paste.

Closing, won't fix.  Seems it was fixed long ago.
