Devtools: Overscroll in android device emulation doesn't make sense

Issue description

Also it gets stuck.

Repro steps:
1. Enable device mode & select an android device.
2. Horizontally overscroll from within viewport to an endpoint outside of viewport.
3. Doesn't fling back.

Also this behavior doesn't match Chrome on Android.
