Toolchain chromeos waterfall builders should not build official chrome images

Issue description

The toolchain group builders on the chromeos waterfall are currently building 'official' chrome images, which is causing them to bump the official chrome version number.  They should not be building 'official' images.

[cbuildbot] Update toolchain builders to not  build official images.

The toolchain builders were building official images, which was
causing them to bump the Chrome version number. This CL fixes that.

BUG= chromium:631830 
TEST=passes run_tests in cbuildbot.
