Toolchain builders should have row in ChromeOS header.

Issue description

Since we have a group of master/slave toolchain builders, it would be nice to have a summary row for them at the top of the waterfall like we do for other groups.

All of the toolchain builders have the build_type "toolchain". Is that what's used to group similar builds? Or is it based on the config name?

They are also, all named "-toolchain" or "-toolchain-group", though I hope to get rid of the groups soon.
