Build a Chrome Variations experiment for Background Offliner Policies |

Issue descriptionFor the Background Offliner, we designed the policies to be settable so that they would be downloaded from the server via a Chrome Variations experiment. Today they are hardcoded in offlier_policies.h. We should add some UMA, add a Chrome Variations Experiment flag, add JSON on the server, add code in Chromium to parse the flags, and set the offliner policy correspondingly.

Our original plan was to tune timeouts using policies that could be pushed to devices. However, more study of the problem has led us to believe that an algorithmic approach will be superior to an approach of tuning timeouts, so we no longer plan to do this task. |
