Dropping files by dragging a file icon from the title bar does not trigger the drop event.

Reported by s...@samuelcole.name, Jul 26 2016

Issue description

Chrome Version : 51.0.2704.106
URLs (if applicable) : https://jsbin.com/nayuka/2/edit?js,output
OS version : 10.11.6
Behavior in Safari 3.x/4.x (if applicable): Text will appear

What steps will reproduce the problem?
(1) Drag a file from it's 'proxy' icon in the titlebar into the drop zone (http://lifehacker.com/5791407/manage-files-from-their-title-bar-icons-in-os-x)

What is the expected result?
The drop event to fire, and the text to read 'dropped!'

What happens instead?

Unable to reproduce the issue on MAC 10.11.5 for chrome version 54.0.2808.0, dragged a file and dropped it in the area displayed in the fiddle and message was displayed as dropped. Attached a screen shot for the same.

@ sam: Request you to please try this on the mentioned canary version and update us with your observations.!

Thanks.!
