Issue descriptionVersion: 51.0.2704.81 OS: Android What steps will reproduce the problem? (1) Load a site with a manifest that loads in standalone (e.g. https://2048-opera-pwa.surge.sh) (2) Select "Add to Homescreen" (3) Load site via new homescreen button (4) Select some text What is the expected output? The contextual search bar at the bottom of the screen. What do you see instead? Just the normal copy/paste selector. I love contextual search. I love PWAs. Can I haz both?

FWIW, I came across this issue because I was actively trying to use it (it the WaPo's PWA, if I recall correctly), and I considered un-A2HS-ing WaPo just so I can use it.

We have had a long-standing work item to enable touch to search in web apps. It is currently disabled because the copy-paste action bar that appears on Android L and below poses a challenge for touch to search. Specifically, if the tough to search bar is showing when the copy-paste action bar is triggered, contextual search disappears for a second before re-appearing. This is because the copy-paste action bar pushes down the webapp content (including touch to search) rather than overlaying the app content. In regular Chrome, we allow the copy-paste action bar to overlay the web contents because the top toolbar makes it possible to scroll up to see all of the content.
