Can't manage plugin blocking settings

Issue description

What steps will reproduce the problem?
(1) Visit a website that uses Adobe Flash.
(2) Click on the puzzle piece on the right side of the address bar. 
(3) Select "Manage plugin blocking..."  
 
What is the expected result?
I should be taken to a page that allows me to change plugin blocking settings. (Why does chromium block flash automatically now? I would really like to change this)


What happens instead? 
It takes me to the new settings page that doesn't say anything about plug-ins (Or maybe I just can't find it?)    


Please provide any additional information below. Attach a screenshot if possible.  


The url it takes me to is this: chrome://settings/contentExceptions#plugins 

If I put that url in a normal chrome window it takes me to the correct place.
