NTP peeking card is slightly janky

Issue description

Due to the way the page is rendered and calling measure and layout for the heading and peeking card which then adjust each other - it is causing the peeking card to be slightly janky. Bernhard and I have discussed for reference if I am away

I can see some jankiness in the card margins when scrolling the NTP very slowly, but I'm not completely sure this is unavoidable, because scroll positions are in integer pixels, and the gradient of the animation curve is > 1 in some places, so scrolling by 1 pixel will expand the card margins by more than 1 pixel.

I don't see unstable layout calculations for the peeking card.
