Issue descriptionChrome Version : 51.0.2704.81 (Android 6.0.1) URLs (if applicable) : vid.me, sendvid.com, surveypal.com Other browsers tested: none What steps will reproduce the problem? (1) From Android settings: Settings > Apps > Chrome > Permissions > disable storage permission (2) Go to a site that uses a <form> element with <input type="file" accept="video/*"> and try to upload a video (3) Upload fails since Chrome has no access to storage. Still, Chrome won't ask the user to grant permission. What is the expected result? The video starts to upload What happens instead? Video doesn't start to upload. It seems like Chrome has no access to the video on the drive of the Android device. Sometimes there's a "net::ERR_ACCESS_DENIED" on the console.
