Steps to reproduce: 
1.Launch chrome
2.Google search anything ex. google 
3.Tap anywhere on screen & instantly tap on reader mode peeking bar (refer video)
4.Observe 

Note:
Issue is reproducible with Contextual Search peeking bar as well 

Observed behavior: 
Webpage is scrolling up 

Expected behavior: 
Webpage should not scroll up
