Regression: Supervised User links gets opened in Guest mode even after exiting it.

OS: Ubuntu 14.04,windows

Pre-Condition: Enable Material design user manager from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome >> Browse as Guest >> Exit Guest >> Now from User manager window click "Add Person" >> Now Select learn more
(2) Now try clicking links "www.chrome.com/manage" or "Help Centre"

Expected: Supervised links should not be opened in Guest mode.
Actual: Instead links get opened in Guest mode even after exiting it.

NOTE: Guest profile should not be opened on using external links

This is a regression issue broken in M52.

Able to reproduce the issue on Mac 10.11.5 using 53.0.2785.30.

Links are opened in the last active browser window. Here, the last action done before interacting with the user manager is 'Exit Guest' in the guest browser window which makes the guest browser window the last active browser window. This is the intended behavior.
