Non-Regression : Error Message is still seen even on clicking the scrollbar in User Manager window |

Issue descriptionVersion: 53.0.2785.30 OS: Ubuntu 14.04 ,Windows Pre-Condition : Create More than 9 persons for scroll bar to appear in User Manager window What steps will reproduce the problem? 1.Launch chrome -> Sign into Profile 2.Now create/import supervised user and then click on avatar Menu -> Now choose option "Exit and childlock" 3.Now Switch person window is displayed and then enter correct password for parent profile -> Now again In parent profile click on avatar Menu and choose option "Exit and childlock" again 4.Now In User Manager window enter wrong password such that Error Message is displayed -> Now click on the scroll bar and scroll upto bottom (Please refer Video)and observe Expected: Error Message should not be seen while scrolling the scroll bar in User Manager window Actual: Instead Error Message is still seen This is Non-Regression Issue seen from 52.0.2714.0 as scroll bar is introduced in User Manager window if there are Multiple Users Below is the MANUAL CHANGELOG URL: https://chromium.googlesource.com/chromium/src/+log/52.0.2713.0..52.0.2714.0?pretty=fuller&n=10000 Suspecting https://codereview.chromium.org/1642323004 from Manual Changelog @mahmadi: Please feel free to re-assign if its not related to your change

Tested the issue on Windows 7, Mac 10.11.6 using 54.0.2824.0, Ubuntu 14.04 using 54.0.2823.0(as unable to verify the fix on linux 54.0.2824.0 due to bug 635768).Observed that error Message is not seen while scrolling the scroll bar in User Manager window.
