I-beam pointer is seen while dragging the history side bar.

Reported by yfulgaon...@etouch.net, Jul 26 2016

Issue description

Chrome version : 53.0.2785.30 (Official Build) c9ac2ade38adec236e53faa2e6cdc4aff55a53ef-refs/branch-heads/2785@{#352} (32/64 bit)
OS : Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4)

Precondition: Please enable 'Material Design history ' flag.

What steps will reproduce the problem?
1. Launch chrome and go to chrome://history.
2. Now drag the history side bar towards RHS and observe the mouse pointer.

Actual : I-beam pointer is seen while dragging the history side bar.
Expected : Instead, Arrow pointer should be seen while dragging the side bar.

This is a non-regression issue, seen from M-53 (Build - 53.0.2785.0)

Note : The same issue is also seen in chrome://md-settings page.

[mac triage] Able to reproduce this issue. Assigning this to tsergeant since he's been working on the chrome://history.

This is a very minor visual issue in a feature which I don't expect many people will use (dragging the sidebar open with a mouse is un-intuitive).

I'm marking this as WontFix, as I don't think it's worth the engineering effort to fix.

Feel free to reopen if you disagree.
