jsMemoryAllocated is not working.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.21 Safari/537.36

Steps to reproduce the problem:
1. developer mode on
2. install an uncompressed extension
3. click the extension icon

What is the expected behavior?
print jsMemoryAllocated, jsMemoryUsed values.

What went wrong?
jsMemoryAllocated, jsMemoryUsed are always zero.
