Regression: More actions menu does not open up in chrome://downloads

Chrome version : 54.0.2807.1 (Official Build) a76dced455070831e4458c1ef75afc66fb4b4532-refs/branch-heads/2807@{#2} 32/64 bit
OS : Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

Steps:
1. Launch chrome and press Ctrl+J and press F12.
2. Select device mode and click on more actions menu.
3. Observe.

Actual  : The more action menu does not open.
Expected: The more action menu should open.

This is a regression issue broken in 'M-54' and will soon update other info.
