OS :  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

Precondition: Please enable 'Material Design history ' flag.

What steps will reproduce the problem?
1. Launch chrome and visit any web page to generate some history.
2. Go to chrome://history page, open dev tools and click on 'toggle device..' button.
3. Now double click anywhere on history page. (The page will get zoomed in)
4. Click on 'Actions' iron icon and observe the drop down list.

Actual : After step 4, iron drop down list does not open properly.
Expected : Iron drop down list should open properly after step 4.

This is a regression issue broken in 'M-54', below is the Manual regression and Narrow Bisect info:
