Javascript Date does not reflect system time change in Google Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. open console and create new Date object keep console open
2. Now change your system time 
3. now again create another Date object in console and compare with previous one

What is the expected behavior?
Date should be return updated date and time instead of previous date and time

What went wrong?
Javascript Date does not reflect system time change in Google Chrome

Chrome version: 51.0.2704.103  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

This is an already known bug with Windows and time settings.
