Swarming bots should not retry immediately on errors

Issue description

http://o/e/m24873b3598000001, http://shortn/_WFgrPLIOoG - build480-m4 seemed to be retrying 403s on /swarming/api/v1/bot/poll at 6-7qps.

It should retry with exponential backoff instead.
