Monorail asks do you want to leave this page, when no text is entered

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1) Add some text in the reply area of this bug report
2) Delete that text completely
3) Try to close the tab

What is the expected behavior?
closing the tab

What went wrong?
The programmer blocked the page exit when something was typed, but did not clear it when the entered text was removed. Maybe there are more elements on the developer side of things that make this look more plausible (for expediency), but on the user side, there are only two form elements.

Repros on 54.0.2805.0 canary.  I suspect that this will repro on Windows as well, can anyone with a windows machine try it out and see?

Also tagging as Infra to see if this might be a monorail bug instead of a chrome bug.

Any browsers have the same behavior.  This should be reported to Monorail.
