Unable to create a supervised user |

Issue description<b>Chrome Version: <From about:version: Google Chrome x.x.x.x></b> <b>Chrome OS Version: <From about:version: Platform x.x.x.x></b> <b>Chrome OS Platform: <Make/model of computer running Chrome OS></b> <b>Network info: <network, encryption type, router model (if known)></b> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: 1. Click on the create supervised user button . 2. Choose the manager for this supervised user (if the device have more than one user) 3. Choose the manager for this user and enter password -> Next 4. Create a Supervised user account name/password -> Next 5. Choose a profile picture to display for the account on sign-in screen. -> OK Expected Result: A supervised user has been created. Actual Result: Seen" Thsi is taking too longar than usual. you can keep waiting ...." message . How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) reproduced 3/5 times What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible. attached logs and screenshot

I can confirm that. Tried it two times. The first time the "This is taking much longer than usual" message appeared for about 10 seconds. The second time it just stayed for a few minutes and I don't think that it will recover anymore. bauerb, do you have any idea?

Are existing accounts that are created working? If they are then I would say this is a Stable blocker not a RBB and we should fix it asap.

existing account importing is fine but creating new supervised account is failed.

I can repro it on Linux too. Probably it affects all SupervisedUser enabled platforms. One thing I noticed while I tested it on Linux: The SU gets created everytime. I do get the corresponding email notification and I can see the SU on the dashboard. But seems like Chrome doesn't get the response every time. I did a few test where I closely observed chrome:sync-internals. I'm not familiar with the code, but based on that it seems like "Notified types: Managed Users" just comes in very slow or not at all. See attached screenshots.

Okay, that looks like it might be a server-side issue. Can we file this on b/ and put some of the Sync server people on it?

I can't repro it anymore. abodeti@ can you double check pls? @jeremyle: This happened the last few days with Chrome dev. Are you aware of any issues which were solved recently?

M53 Stable launch is coming soon.Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix asap so it gets chance to bake in beta before stable promotion. Thank you.
