Steps To Reproduce:
(1) Run "build_packages --board=..." for one of the named boards.

Expected Result:
Packages should be built.

Actual Result:
build_packages fails along these lines:
Packages failed:
	sys-boot/chromeos-u-boot-2013.04-r1982

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
Can't build or test for any nyan board.  Canaries are red.
