What steps will reproduce the problem?
(1) Open settings
(2) Click hamburger (menu?) glyph in upper left
(3) Click About Chrome OS

What is the expected result?

When it's "Updating your device" it shows a meaningful progress indication, e.g. the percentage shown in the old settings UI

What happens instead?

Spinner (think "buffering video on unreliable WiFi") with no indication of whether it's actually working/making progress nor how close it is to being done.
